PROJECT OVERVIEW: In 2017 through the California Federation of Labor's "MOBILE UP: English, Career Education & Coaching By Cellphone," industry sector training programs designed and conducted mobile learning pilots to learn how to accelerate training and career advancement of low-wage immigrant service workers who are unable to attend in-person trainings.
Long-term impacts of the initiative include that training program partners such as CLTEC and other SEIU training funds still use Cell-Ed to upskill and coach workers and that California's Department of Social Services recently contracted Cell-Ed at scaleto provide their clients across the state with work readiness and foundational skills. Mobile Up! partner World Education applied the learnings from Mobile Up! to win the national Adult Literacy XPrize Communities Competition, in which Cell-Ed was a Finalist. World Education used its winnings to launch a national mLearning Resource Hub and Community of Practice while Cell-Ed received funding to provide license for free through its 1 Million Learner Challenge.
In MOBILE UP, partners collaborated to develop, test, and identify and disseminate best practices for offering anytime, anywhere English as as Second Language instruction, demand-driven vocational training and personalized career coaching to workers entirely by phone.
